PDF Not Downloading? 9 Fixes for Chrome, Safari, Windows and Mobile

If a PDF will not download, the cause may be the source website, browser settings, a blocked download, limited storage, or a file that is no longer available. Work through these checks in order and note whether the problem affects one PDF or every PDF.

1. Check your connection

Open another reliable website, then retry the download. A weak connection can interrupt large files, so wait for the browser to report that the download is complete before opening it.

2. Use the viewer’s download control

If the PDF opens in a browser tab, use the download icon in the PDF viewer. Viewing a file in a tab does not always create a local copy.

3. Check the browser’s downloads list

Open the browser downloads panel and look for a failed, paused, or blocked item. If the browser blocked the file, only allow it if you trust the source and expected the download.

4. Confirm the file is available to you

Some links expire or require an account, subscription, or permission from the document owner. Sign in through the official site or request access if needed; a downloader cannot bypass access controls.

5. Check the Downloads folder

The file may already be saved. Search by filename or by PDF file type, and check whether your browser uses a custom download folder.

6. Free up storage

Make room on your phone or computer and retry. On a phone, also check whether the browser or Files app has permission to save files.

7. Test a current browser

Try another up-to-date browser. If the download works there, review the original browser’s download settings and temporarily test without extensions that block scripts or manage downloads.

8. Reload the source page

Refresh the original page and try its official download option again. If the link has expired, navigate to the document from the source website instead of reusing an old link.

9. Check whether the problem is file-specific

Try downloading another trusted PDF. If only one document fails, the source may be unavailable or the file may be damaged. If every PDF fails, check browser settings, storage, network restrictions, and device permissions.

Try a PDF tool when appropriate
